Our client, an organization responsible for addressing the province’s energy needs, is expanding. They are looking to add a Business Analyst, Procurement Analyst to their team.

Reporting to the Manager, Procurement, in this role you will have responsibility for managing and providing support for the organization’s procurement services.

Your role will involve:
•Developing procurement specifications appropriate for the procurement activity
•Drafting and reviewing contracts, liaising with business owners and Legal as required.
•Identifying areas of opportunity and risk through analysis of business requirements.
•Collaborating with users of procured services to develop procurement strategies and solutions
•Providing support to internal business users on Procurement policy, compliance requirements, procurement design options and other Procurement related questions.
•Managing the whole procurement process for RFP, RFI, RFQ, etc.
•Reviewing RFP documents to ensure policy compliance, and requirements are clearly articulated.
•Recommending process and tools for continuous improvement of service delivery.
•Providing training on procurement processes and policy as required.
•Managing vendor relationships and supplier post performance evaluation process.
•Acting as a process monitor during RFx process as requested by the Business Units.
•Analyzing, developing, negotiating and recommending supplier service agreements and blanket agreements
•Maintaining procurement related databases, and prepare statistical and other procurement-related reports.


You are the ideal candidate if you:

•Have a bachelor’s degree in related discipline - law degree is preferred. (Administration, Business, Finance, Procurement, etc.)
•Industry-recognized Procurement designation is an asset (C.P.P., C.P.M.)
•Have experience in writing contracts and are familiar with legal terminology
•Have experience with procurement software
•Have procurement experience with increasing responsibilities and accountabilities.
•Have experience in RFP, RFQ, RFI, RFEI, Tender and contract administration
•Have strong negotiating skills.
•Have experience in sourcing a variety of procurements, including outsourcing, consulting, IT, equipment.
•Work well within a team, easily develop credibility with peers, customers, vendors and senior management.
•Are proactive and assertive; a self-starter; able to take initiative
•Are detail oriented with excellent organizational and time management skills.
•Have strong verbal and written communication skills.
•Are experienced at organizing large volumes of work
•Energy industry knowledge is an asset
•Procurement experience in public sector is an asset
